Kakao Launches “AI National Secretary” Pilot Service in Collaboration with Ministry of the Interior and Safety

- Available via KakaoTalk’s official “Guppi” channel without a separate app; provides digital certificate issuance and public facility reservations

[March 10, 2026] Public services can now be accessed more easily and quickly through an AI agent within KakaoTalk.

 

Kakao (CEO Shina Chung) announced on March 10 that it has launched the “AI National Secretary” Pilot Service based on KakaoTalk, in collaboration with the Ministry of the Interior and Safety. This launch is part of a memorandum of understanding (MOU) signed in October 2025 with the Ministry to promote innovation in public services using AI agents, and aims to streamline existing procedures involved in accessing public services.

 

The AI National Secretary is powered by Kakao’s proprietary AI model, Kanana, and incorporates the AI guardrail model Kanana Safeguard to filter harmful content—ensuring a level of safety and reliability suitable for public services. In addition, Kakao utilized its in-house AI Agent Builder to configure the AI agent, enabling users to conveniently access public services directly within KakaoTalk chat without installing a separate application.

 

The pilot service is available through the official KakaoTalk channel “Guppi, the National Secretary,” offering services such as digital certificate issuance and public facility reservations. For example, when a user enters a request such as “Please issue a resident registration certificate,” the AI National Secretary provides guidance on eligibility and seamlessly proceeds through authentication to complete the issuance of the digital document. When a user requests to “reserve a nearby public sports facility,” the service connects with the e-Share platform to handle everything from search to reservation in one step. Users can issue more than 100 types of digital certificates, as well as search for and reserve over 1,200 public facilities including sports centers and meeting rooms.

 

Kakao plans to further expand integration with daily-life public services, such as KTX and SRT train ticket sales, and enhance accessibility through features such as voice interfaces. The company also aims to advance the service into an intelligent public AI platform capable of proactively recommending services tailored to users’ situations.

 

Shina Chung, CEO of Kakao, stated, “The AI National Secretary pilot service sets a meaningful example of how Kakao’s diverse AI technologies can be applied to the public sector, while presenting a new standard for public AI services that users can directly experience. We will continue striving to evolve this service into one that goes beyond simply providing public information and transforms administrative processes through AI, delivering tangible benefits to people’s daily lives.”

 

Meanwhile, on March 9, the Ministry of the Interior and Safety held an opening ceremony for the AI National Secretary pilot service at the Pangyo Techno Valley Gyeonggi Center for Creative Economy & Innovation. CEO Shina Chung attended the event, and Yongha Yoo, Kakao’s AI Connect Performance Lead, presented the company’s public AI strategy. (E.O.D.)
